Jim Shulman is the Nashville Metro Council Vice-Mayor in Tennessee. Shulman assumed office on November 1, 2018. Shulman’s current term ends in 2023.
Jim Shulman Career Bio
Shulman began serving with the State as Chief Legal Counsel for the Department of Finance and Administration under Governor Ned McWherter. He then spent six years as Chief of Staff for then-House Speaker Jimmy Naifeh. Shulman ultimately became Deputy Commissioner of the Department of State Health. He was central to the development of the State Safety Net during the TennCare Reform, assisted in the development of the CoverTennessee Insurance Program, and instigated the creation of a one-stop on-line program known as FindHelpTN.
In 1999, Shulman was appointed to the Nashville Metro Council, serving the 25th District. In 2003, he was re-elected. During his initial term as President of the Council, Shulman oversaw the City’s Budget Committee, the Transit Committee, and the Public Works Committee. He pushed through significant zoning reforms, helped lead the battle for greater transparency in city funding, and worked on emergency preparedness issues. In September 2015, Shulman was elected to represent on the Metro Council again, this time as the At-Large Councilor. The At-Large Councilman serves the City as a whole.
He is now the Executive Director of the Tennessee Board on Aging and Disability. In that position, Shulman focused on the use of data to drive efficiency. Relevant areas of emphasis included senior food and Medicare assistance; attempts have also been made to find ways to expand the number of elderly Tennessees eligible for home care services.
