Rattler attended Pinnacle High School in Phoenix, Arizona. He smashed the record of the passing of Arizona High School on his 18th birthday. In his four years, Rattler threw 11,083 yards with 116 passing TDs and rushed for 1,040 yards with 14 rushing TDs. Early in his senior season, he was named MVP of Elite 11 at the Texas Opening.
He received 14 offers from NCAA D-I colleges, including Alabama, Notre Dame, and Miami, by the end of his sophomore high school years. On June 19, 2017, he visited Oklahoma on an informal tour and went to Oklahoma a week later. He signed his letter of intent to play for Coach Lincoln Riley and the Sooners on 19 December 2018. It was considered a 5-star quarterback by 247Sports and Rivals.com, and a 4-star by ESPN. Rattler was also considered to be the first quarterback in the 2019 recruitment class.
Spencer registered in Oklahoma on 12 June 2019. Rattler debuted against the Missouri State on 12 September. On September 26, Rattler tied the Oklahoma record for most touchdown passes over two weeks with 8 set by Sam Bradford in 2008. He led the Oklahoma Sooners in the first quarter to a 6th consecutive Big 12 Championship with a victory of 27-21 over Iowa State.
