Stacey Plaskett is the first non-voting representative who became an impeachment manager. Plaskett represents the United States Virgin Islands, which as a territory has no vote in Congress. Stacey Elizabeth Plaskett was born on the 13th of May, 1966 in Brooklyn New York. Both of Stacey’s African American parents were from Saint Croix, US Virgin Islands. During the 1950s Plaskett’s family moved to New York for better economic opportunities. Her father was a New York City police officer and her mother was a clerk in the Court system.
Though the family moved to New York, they often travel to the Virgin Islands so their daughter can be kept tied to her Islands roots and culture. While visiting St. Croix, Stacey’s family lived in the John F. Kennedy housing community. Her parents’ home in New York often became the shelter for the migrants moving to and from the Virgin Islands.

She then attended Edmund A. Walsh School of Foreign Service at Georgetown University in Washington, D.C., to earn her BS Degree in History and Diplomacy in 1988. In 1990, Stacey attended the American University College of Law at night, and while by day she worked with the American Medical Association and later with the law firm Jones Day. She received her Juris Doctor in law in 1994. When Stacey was at Georgetown University, she was very active in the Anti-Apartheid movement.

Plaskett started working for private law firms for few years and later became a staff member for then Virgin Islands Delegate Ron De Lugo. In 1994, she served as the Assistant District Attorney for Bronx County, New York for 3 years.
From 2002 to 2004, she worked for the House Committee on Ethics in the U.S. Congress and at the U.S. Department of Justice. For 7 years from 2007, she became the general counsel for the Virgin Islands Economic Development Authority.
In 2014, Stacey won her second bid to Delegate to the US Virgin Islands and became the Delegate to the United States House of Representatives from the United States Virgin Islands. She was appointed as the House impeachment manager on January 12, 2021, for the second impeachment of Donald Trump.
